Manchester, UK –
James Robert-Warwick Stuart, Catholic heir to the Royal House of Stuart and a survivor of childhood sexual exploitation, has issued a formal challenge to Labour MP Lucy Powell, following her widely criticised remarks during a radio discussion regarding the Channel 4 documentary on rape gangs.
In the now-circulating exchange, the following conversation took place:
During the discussion, Tim referenced the documentary by stating:
“If anybody saw the documentary on Channel 4 about rape gangs...”
To which Lucy Powell interjected with:
“Oh we want to blow that little trumpet now do we? yeah okay.”
When the speaker Tim added, “There is a real issue there,” Powell continued:
“Let's get that dog whistle out, shall we? yeah? ”
Tim returned with:
“Look—ugh, okay, Lucy, the councils… there were so many people who were so afraid—can I just finish the point?”
Host:
“Finish that point, Tim, and I'll bring helen in.”
Tim:
“Look, there were so many people in local government, in the authorities, who for good reasons were worried about upsetting community tensions, that those girls went undefended. Now there are good reasons — but no one has been brought to justice for it. So you tell me, Lucy, that this ISN’T a culture in local government — that’s just not true.”
Lucy Powell MP:
“Awh dear (Sighs!).”
Helen Morgan MP:
“I think it’s a total failure to understand how local government operates, actually.”
Following a public outcry and media backlash of her disparaging remarks, Lucy Powell posted the following clarification on Twitter:
"In the heat of a discussion on AQ, I would like to clarify that I regard issues of child exploitation & grooming with the utmost seriousness. I’m sorry if this was unclear. I was challenging the political point scoring around it, not the issue itself. As a constituency MP I’ve dealt with horrendous cases. This Gvt is acting to get to the truth, and deliver justice." -
These comments, viewed by many as dismissive and politically flippant in the face of a serious safeguarding issue, prompted James Stuart to issue a formal written letter of complaint and to file two Freedom of Information (FOI) requests.
🔎 Formal Action Initiated by James Stuart:
Mr Stuart has since:
-
Issued a formal open letter to Lucy Powell MP demanding a detailed explanation and retraction of her remarks;
-
Filed two Freedom of Information (FOI) requests:
-
One to the House of Commons, requesting internal communications and complaints regarding Powell’s comments;
-
One to the Greater Manchester Combined Authority, seeking safeguarding records and related dialogue from Powell’s office.
-
📜 FOI Requests Filed:
-
To the House of Commons – requesting all communications, briefing notes, and complaints relating to Powell’s comments. [1]
-
To the Greater Manchester Combined Authority – seeking records of any meetings, discussions, or safeguarding materials connected to her office regarding child exploitation or the remarks made. [2]
📣 Stuart’s Open Letter to Lucy Powell:
In his letter, Stuart writes:
“Let me make this fundamentally clear. Child Sexual Exploitation is NOT a ‘dog whistle,’ nor is it a populist agenda. It is a national disgrace. I lived through it.”
“You may be the Leader of the House of Commons,” he continues, “but I am the Leader of the Royal House of Stuart. I will not shy away from these issues — because I lived through them — and I speak not for politics, but for the voiceless.”
Lucy Powell later posted a clarification on Twitter:
“In the heat of a discussion on AQ, I would like to clarify that I regard issues of child exploitation and grooming with the utmost seriousness. I'm sorry if this was unclear. I was challenging the political point scoring around it, not the issue itself.”
Stuart rejected this explanation as insufficient, citing its failure to acknowledge the harm of mocking victims’ concerns in public discourse.
He has warned that failure to respond within 21 days will result in a formal referral to the relevant Parliamentary Select Committee, and potentially further legal action.
🎙️ Media Accountability:
Stuart has also copied Channel 4 into the correspondence, noting that their investigative work was used as a basis for public concern and should not be trivialised by elected officials.
“Channel 4 did their job — they exposed something real and horrific. It is not ‘dog-whistling’ to speak up for exploited children. It is duty.”
